City's Yaya Toure could face a three-game ban for appearing to kick out at
Norwich's Ricky van Wolfswinkel.
The incident took place during City's 0-0 draw at Carrow Road on Saturday and the Football Association is awaiting referee Jon Moss's report.
Toure would not be punished if Moss saw the clash but, if the official did not see it, then the FA can retrospectively charge the midfielder.
Any retrospective ruling would be taken by a three-man
panel of ex-referees.
If they decide Toure deserved a yellow the matter would be closed, but if they deem the 30-year-old's actions worthy of a red then he would be suspended for three games for violent conduct.
City's next three games are against Sunderland and Stoke in the Premier League, with an FA Cup tie against Chelsea in between those fixtures.
The two dropped points against Norwich left City third in the Premier League, a point behind Arsenal and two points adrift of leaders Chelsea.
A precedent for taking retrospective action was taken by the FA when Fulham defender Sascha Riether was banned for a stamp on Manchester United winger Adnan Januzaj.
